This is a look-back for the week of July 27, 2026. That week's signal treated Brevard Public Schools' home-education hub as updated July 31. It is not a sent Tuesday issue. Pages and PDFs below were re-opened August 19, 2026. The live hub has no public last-updated stamp, so a July 31 rewrite cannot be re-verified from the HTML today.
Brevard runs two desks. Home education under section 1002.41 is Robin Leinbach, ESE Administrative Support, 321-633-1000 ext. 11528, Homeeducation@brevardschools.org. FTC (PEP) and FES-UA sit in School Choice: 321-633-1000 ext. 11588 or 11315, pep@brevardschools.org. Do not treat a Notice of Intent as a PEP file.
What the statute actually requires
The 2026 display of 1002.41, opened August 19, says a home education program is not a school district program. It is registered with the superintendent only for attendance. The parent does not need a teaching certificate. The notice is signed, written, filed in the county where the parent lives within 30 days of establishing the program, and lists each child's full legal name, address, and birth date. The superintendent must accept it and register immediately. The parent keeps a portfolio for two years, chooses one of five annual evaluation methods, and files a copy with the superintendent. Ending the program takes a written termination and that year's evaluation, within 30 days.
How Brevard opens the 1002.41 file
The hub says the district will not supply texts, curriculum guides, education standards, or diplomas. Mail on the Notice of Intent is Home Education, ESF–Pod 4, 2700 Judge Fran Jamieson Way, Viera, FL 32940-6699.
Already in a Brevard public school? Withdraw first, complete the Notice of Intent, and take it to the neighborhood school "for a quicker registration and verification letter turnaround." Then pick a curriculum — Brevard Virtual, FLVS Flex, or another parent-chosen program. Mail or email is allowed, but office processing is at least 3–5 days and the verification letter can take 10 business days. The form says that letter cannot be picked up. New to Brevard? Email the same form, on the same clock. The form also asks for a student ID number, forbids a P.O. box as the home address, and prints "Take this form to your child's neighborhood school to enroll in Home Education" above the email and mail lines. Brevard Virtual's Home School Flex page adds: after the Notice of Intent is processed, keep the verification letter, and when you register for BVS select "Home Schooled Brevard."
None of that neighborhood-school path, processing clock, verification letter, or student ID field is in the 1002.41 text we opened. The statute's clock is 30 days to file; the superintendent must accept and register immediately. A verification letter is Brevard's product. The enrollment PDFs also "encourage" a semester start, say only final grades transfer, and cite 1002.41 for "DO NOT earn a high school diploma." The statute display we read does not contain that sentence. Two June 2018 forms still on the hub — Change of Address and Request for Duplicate Verification Letter — refuse fax and email. The Notice of Intent accepts email.
The anniversary month
Brevard's evaluation PDF says an evaluation showing progress commensurate with ability "is due on the anniversary month every year," emailed to homeeducation@brevardschools.org. That clock is Brevard's. Section 1002.41 says "annually." It does not define that word as the anniversary of the Notice of Intent.
The same PDF still lists five methods, but it shortens two: it drops "administered by a certified teacher" from the nationally normed test, and it drops the certified-teacher and district-approved-conditions clauses from the state assessment. Do not read those omissions as a change to the statute. The Annual Evaluation form (revised July 16, 2024) has three checkboxes — portfolio-and-discussion, standardized test, or "has not demonstrated progress" — plus the teacher's certificate number. A psychologist or mutually agreed tool is not on that form. State-assessment registration on the hub currently points to a Google Form marked closed. The other desk is not a Notice of Intent
The FTC (PEP) & FES-UA page is a different office. Brevard says families customize by contracting with BPS for individual courses — academics, electives, secondary CTE, Brevard Virtual, AP/AICE/IB. That is a tuition contract, not a 1002.41 registration.
Never attended BPS? Create a Focus account, file the Scholarship Student Registration Form, wait for School Choice on availability, sign the Enrollment and Tuition Contract, pay, and start on the first day of the semester. Currently or previously registered? Withdraw first, then call ext. 11588 or 11315. For a home-education student moving to PEP, the page wants the state-issued withdraw form. For FES-UA, it says the student must remain registered with Home Education and that withdraw form is not required. Those are opposite instructions. Do not flatten them.
Brevard Virtual's scholarship page is the same split. The district is an authorized provider in the Step Up EMA marketplace. Courses are tuition-based, paid from the scholarship account or private pay. When the FES/PEP office directs you, then create the BVS account. Do not send those families through the 1002.41 Notice of Intent as if it were the same door.
The 1002.41 termination form (dated August 4, 2023) includes a PEP checkbox and says to terminate one program before opening another. Completing students file a final evaluation and the termination form. Statute still requires a written termination and that year's evaluation within 30 days. The neighborhood-school stop is Brevard's.
One next step
If you are opening a Brevard 1002.41 file, withdraw first if the child is in a public or charter school, then send the Notice of Intent the way your PDF says. Keep a copy and the date. Put the evaluation on the calendar for the anniversary month Brevard named, and use a method that exists in 1002.41, not only the three boxes on the district form.
